8(a) Business Development Program

For small disadvantaged businesses to compete in the American economy

Required for All Programs

Business Identification
  • EIN (Employer Identification Number)
  • UEI (Unique Entity Identifier) from SAM.gov
  • Business formation documents (Articles of Incorporation, LLC Operating Agreement)
  • Business licenses and permits
  • NAICS codes for your business
Ownership Documentation
  • List of all owners with ownership percentages
  • Government-issued photo ID for each owner
  • Resumes or biographical information for key personnel
  • Organizational chart showing management structure
Financial Information
  • Last 3 years of business tax returns (if applicable)
  • Last 3 years of personal tax returns for all owners
  • Current profit & loss statement
  • Current balance sheet
  • Bank statements (last 3 months)

Additional Requirements for 8(a) Business Development Program

Disadvantaged Status
  • Personal financial statement for each owner
  • Proof of U.S. citizenship for disadvantaged owner(s)
  • Documentation of social disadvantage (if claiming)
  • Evidence of good character (no criminal record, etc.)
  • Proof of business ownership for at least 2 years
